But Rob Page’s side finished second in Group A on goal difference ahead of Switzerland, who beat Turkey 3-1 in their final group game.
The Swiss had Welsh hearts racing by establishing a 2-0 interval lead against Turkey in Baku and trimming Wales’ goal difference advantage.
Yet they held firm to setup up a trip to Amsterdam in the last-16 on Saturday to face either Belgium, Finland, Russia or Denmark.
The result came in front of around 400 Wales supporters present in a Stadio Olimpico crowd of around 14,000 amid tight coronavirus restrictions.
